About the position
This vacancy is open to candidates across the full academic ladder — from Senior lecture to Professor level (or equivalent). Applicants are required to indicate a preferred title. The final position level will be confirmed by the University's Selection Committee based on the candidate's qualifications, publications, and experience.
Responsibilities
Teaching disciplines in land resource management, spatial planning, land policy and law, cadastral systems, land valuation and related courses at Master's level.
Development and regular updating of course syllabi and teaching materials in accordance with the programme's learning objectives and outcomes, requirements of the State Educational Standards, NQF, OQF and professional standards in the field of land relations.
Updating course content to reflect current trends: Land Governance, Land Information Modelling, Sustainable Land Management, Fit-for-Purpose Land Administration, geoinformation technologies in land resource management.
Academic supervision of Master's dissertations on topics related to land policy, land fund management, cadastral systems, spatial planning and land degradation assessment.
Participation in research and applied projects of the university; collaboration with the Committee on Land Resource Management, local executive bodies (akimats), international land programmes and industry partners.
Requirements
Education
Possession of a PhD degree or an equivalent degree in land management, land cadastre, geodesy, land resource management, spatial planning or related fields. A related profile is acceptable if the dissertation topic, publications, taught disciplines and professional experience are connected to land resource management, land policy, cadastral systems or spatial planning.
Ability to translate these competencies into high‑quality teaching and student supervision at all levels of higher education
Experience
Academic and teaching experience in accordance with the requirements for academic teaching staff positions established by the university's internal regulations and the legislation of the Republic of Kazakhstan.
Language requirements
English language proficiency is desirable.
Key competencies
Core professional competencies
Deep understanding of the principles of land resource management, land policy and cadastral systems, and the ability to teach the relevant disciplines at a modern methodological level.
Knowledge of spatial planning and land management methods, and the ability to teach students how to develop territorial planning schemes and land management documentation.
Understanding of the regulatory framework governing land relations in the Republic of Kazakhstan — the Land Code, legislation on the state land cadastre — and knowledge of international standards in this field.
Knowledge of the principles of Sustainable Land Management and the ability to integrate them into the content of taught disciplines.
Additional professional competencies
Land Governance: knowledge of international land resource management models — FAO VGGT recommendations and UN-Habitat approaches — at a level sufficient for teaching and academic supervision.
Land Information Modelling: understanding of the principles of building and administering land information systems and digital cadastres.
GIS tools: familiarity with ArcGIS, QGIS, AutoCAD Civil 3D and cadastral registration systems of the Republic of Kazakhstan at a level sufficient for teaching the relevant courses and supervising project work.
Fit-for-Purpose Land Administration: understanding of the adaptive cadastre concept and its application in developing land systems.
Land degradation assessment: knowledge of methods for assessing land degradation, desertification and land degradation in the arid conditions of Central Asia.
ESG and land resources: understanding of the relationship between ESG standards and land resource management, compensation mechanisms and land use.
