About the position

To organize and oversee the University's public procurement system in compliance with the legislation of the Republic of Kazakhstan.

Responsibilities

  • Developing and updating the annual public procurement plan; monitoring its implementation.
  • Organizing and managing procurement procedures: selecting procurement methods, ensuring compliance with timelines and legislative requirements.
  • Overseeing the preparation of tender documentation and technical specifications.
  • Coordinating the work of public procurement managers: distributing tasks and monitoring quality.
  • Monitoring the execution of public procurement contracts; identifying and analyzing risks.
  • Preparing reports and analytical materials for management; liaising with authorized regulatory bodies.

Requirements

  • Higher education in Economics, Jurisprudence, Management, or a related field.
  • Minimum 3 years of experience in public procurement.
  • Knowledge of the legislation of the Republic of Kazakhstan on public procurement and practical experience in its application.
  • Proficiency in working on the public procurement portal, with digital signatures (EDS), and electronic document management systems.
  • Managerial competencies: team coordination, task assignment, and performance monitoring.
  • Attention to detail and accountability for results.
  • Proficiency in Kazakh and Russian languages.

Selection process

Stage 1 — Interview with the department head and the HR Department.

Stage 2 — Upon a positive outcome — interview with members of the competition committee.
