About the position

This vacancy is open to candidates across the full academic ladder — from Senior lecture to Professor level (or equivalent). Applicants are required to indicate a preferred title. The final position level will be confirmed by the University's Selection Committee based on the candidate's qualifications, publications, and experience.

Responsibilities

  • Teach courses in hydrology, water resources management, Integrated Water Resources Management (IWRM), water policy and water diplomacy at Bachelor's and Master's level; selected courses may be delivered in English.
  • Design, update and deliver course syllabi and teaching materials aligned with the learning outcomes of degree programmes in water resources management.
  • Continuously update course content to reflect modern approaches in IWRM, hydroinformatics, climate change adaptation and current national and sectoral standards in water resources.
  • Supervise Bachelor's theses, Master's theses and student research projects on topics such as water balance assessment, basin planning and transboundary water use and governance.
  • Engage in research and/or applied projects of the University and collaborate with governmental agencies, basin organisations and other stakeholders in the water sector.

Requirements

Education Requirements

  • Possession of a PhD degree or an equivalent degree in hydrology, water resources, water management, water policy, or a related field.
  • Candidates from adjacent fields may be considered if their dissertation topic, publications, and professional experience relate to water resources management and water security.
  • Ability to translate these competencies into high‑quality teaching and student supervision at all levels of higher education

Experience Requirements

  • Academic and teaching experience consistent with the requirements for the required position established by the university's internal regulations and the legislation of the Republic of Kazakhstan in force.
  • Specific criteria are determined by the university's internal Regulations on Faculty Competitions and applicable regulatory legal acts of the Republic of Kazakhstan.

Key competencies

  • Strong understanding of Integrated Water Resources Management (IWRM) principles and basin-scale planning.
  • Solid knowledge of hydrological processes, water balance assessment and water allocation in water management systems.
  • Familiarity with institutional and legal frameworks of water resources management and water governance.
  • Teaching and research experience in water policy, water governance and management of water infrastructure or water resource systems.

Advantages

  • Knowledge of Water Governance and Water Diplomacy, including experience or interest in transboundary water relations.
  • Experience with hydroinformatics and digital basin management tools (e.g. WEAP, MIKE Hydro, ArcGIS or similar) for modelling water systems and supporting decision-making.
  • Familiarity with Water Accounting Plus (WA+) methodology for comprehensive water balance and allocation assessments.
  • Expertise or strong interest in Climate Change Adaptation in the water sector and the Water–Energy–Food Nexus.
