About the department
The Organizational and Human Resources Department is responsible for HR administration, document support for the University's operations, organization of records archiving, records management, and coordination of military registration activities in accordance with the legislation of the Republic of Kazakhstan.
About the position
We are seeking a department head who will ensure the effective organization of the department's work, oversee HR processes, internal document flow and records archiving, and ensure compliance with the labor legislation of the Republic of Kazakhstan.
Responsibilities
Managing the activities of the Organizational and Human Resources Department.
Assigning tasks among department employees and monitoring their completion.
Organizing and overseeing HR records management in accordance with the labor legislation of the Republic of Kazakhstan.
Ensuring the preparation, approval, registration, and storage of internal regulatory documents.
Organizing management documentation support and the registration and storage of official documents.
Overseeing the preparation, registration, and storage of personnel records.
Coordinating military registration for employees liable for military service and conscription in accordance with the legislation of the Republic of Kazakhstan.
Participating in the development and updating of local regulations, procedures, and job descriptions.
Monitoring compliance with deadlines for processing HR and organizational documents.
Requirements
Higher education, preferably in law or human resources management.
At least 3 years of managerial experience.
Knowledge of the labor legislation of the Republic of Kazakhstan.
Knowledge of HR records management, general records management, and document archiving rules.
Knowledge of the legislation of the Republic of Kazakhstan concerning military registration.
Skills in developing internal regulatory documents.
Ability to handle large volumes of documentation and meet established deadlines.
