​Scientific Library Specialist

​Job Responsibilities

​1. Provides technical support and administration of the scientific library's electronic resources, including the electronic catalog, institutional repository, databases, and scientific platforms.
2. Works with international and national scientific information systems and platforms (Scopus, Web of Science, Google Scholar, Russian Science Citation Index (RSCI), ORCID, DOI, etc.).
3. Configures, maintains, and updates software used in scientific library operations.
4. Ensures the correct creation, storage, and protection of electronic data, including metadata of scientific publications.
5. Provides advice to students, faculty, and researchers on working with electronic scientific resources, searching for scientific information, and publication activities. 6. Participates in the implementation and development of digital services for the scientific library, integrating library systems with the university's internal information systems.
7. Monitors the technical condition of library information systems, identifies and resolves technical failures.
8. Participates in scientific, educational, and library and information events at the university related to digital and information technologies.

​•⁠ ⁠the basics of information technology and programming;
•⁠ ⁠the operating principles of electronic library systems and repositories;
•⁠ ⁠scientific information platforms and databases (Scopus, Web of Science, Google Scholar, etc.);
•⁠ ⁠methods of searching, processing, and analyzing scientific information;
•⁠ ⁠the basics of information security and personal data protection;
•⁠ ⁠Regulatory requirements in the field of copyright, scientific publications, and open access;
•⁠ ⁠Principles of information systems integration and database management.

​​Qualification Requirements

​•⁠ ⁠Higher education in information technology, software engineering, computer science, information systems and technologies, or related IT fields;
•⁠ ⁠Practical skills in working with electronic platforms, databases, and web interfaces;
•⁠ ⁠Confident use of office programs and specialized information systems;
•⁠ ⁠Experience working with scientific publishing platforms and digital libraries is an asset.

​Educational Program Licensing and Support Specialist

​Job Responsibilities

​1.⁠ ⁠Prepares documents for obtaining and renewing educational licenses.
2.⁠ ⁠Forms document packages for accreditation and evaluation of educational programs.
3.⁠ ⁠Provides methodological support for the licensing process, makes adjustments to the educational program and curricula.
4.⁠ ⁠Monitors educational programs' compliance with the requirements of the State Educational Standard, Model Rules, and internal policies.
5.⁠ ⁠Maintains the accreditation and licensing database, and ensures the storage of copies of reports and certificates.
6.⁠ ⁠Prepares analytical reports for the Rector's Office and the Ministry of Science and Higher Education.

​•⁠ ⁠Higher education (pedagogical, legal, managerial).
•⁠ ⁠At least 3 years of experience in accreditation and educational management.
•⁠ ⁠Proficiency in Word, Excel, Platonus, eGov, and NAOKO systems.

Digital Officer

​Job Responsibilities

​1.⁠ ⁠Manages the university's digital transformation, formulates and implements an IT strategy for digital infrastructure development.
2.⁠ ⁠Develops and implements projects to automate management, educational, and HR processes, as well as implement digital solutions.
3.⁠ ⁠Oversights the integration and stable operation of the university's educational, administrative, and HR information systems (Platonus, 1C, Enbek, E-Otinish, electronic document management, etc.).
4.⁠ ⁠Organizes and ensures the smooth operation of computer equipment, server and network equipment, office equipment (computers, printers, scanners, etc.), as well as the university's local and internet networks.
5. Coordinates the activities of specialists performing technical maintenance, diagnostics, and repair of IT equipment, as well as troubleshooting network and software failures.
6. Ensures information security, personal data protection, and compliance of digital processes with the legislation of the Republic of Kazakhstan.
7. Analyzes digital and technological risks, identifies vulnerabilities in the IT infrastructure, and prepares proposals for their elimination and modernization.
8. Participates in the development and review of local university regulations in the field of digitalization, informatization, and information security.
9. Organizes the improvement of digital literacy of employees and students, and the implementation of new digital services and tools.
10. Monitors the technical condition of the IT infrastructure and the quality of technical support provided.

​•⁠ ⁠Law of the Republic of Kazakhstan "On Informatization";
•⁠ ⁠Law of the Republic of Kazakhstan "On Personal Data and its Protection";
•⁠ ⁠Fundamentals of IT management, cybersecurity, and project management;
•⁠ ⁠Principles of building and operating IT infrastructure, local and corporate networks;
•⁠ ⁠ISO 27001, ITIL, and COBIT standards and practices;
•⁠ ⁠Software products and digital platforms: 1C, Platonus, MS Office 365, Google Workspace, Power BI, CRM systems;
•⁠ ⁠Fundamentals of operating computer and office equipment.

​​Qualification Requirements

​​​•⁠ ⁠Higher or postgraduate education, an academic degree is welcome;
​•⁠ ⁠At least 3 years of experience in managerial positions at the university, including at least 1 year in the relevant field;
​•⁠ ⁠Fluency in Kazakh, Russian and English;
​•⁠ ⁠Confident use of specialized information systems used in the university’s work processes;
​•⁠ ⁠Programming skills (e.g. Python, SQL, R, etc.);
​•⁠ ⁠Basic or advanced knowledge in the field of data analysis and Data Science (data collection, processing, visualization, application of machine learning methods).
